BLOUNT COUNTY FIRE & EMS ASSOCIATION

MINUTES OF April 2, 2015 MEETING

BLOUNTSVILLE VFW

The meeting was called to order by Chairman Jon Head. Mel Wade gave the invocation. The following member organizations were represented: Allgood, Bangor, Blount County Rescue Squad, Blountsville, Dallas-Selfville, Holly Springs, Locust Fork, Mt. High, Murphree Valley, Nectar, Oneonta, Pine Mountain, Remlap, Ricetown, Rosa, Royal, Snead, St. Mountain, Summit, Susan Moore and West Blount. EMA, 9·1·1, Forestry, Special Ops, BREMSS, Blount EMS and Law Enforcement were also represented. 9·1·1 Director Caleb Branch and Board Members Sheriff Arrington, Tim Kent and Chief Bob Sanford were present. A total of 41 people signed the attendance sheets.

GUESTS – Brindlee Mountain Fire Apparatus sponsored the meal and discussed the operations of their company and what services they offer.

Chairman Head asked for the approval of the minutes of the March meeting. Motion by Chief Glass, seconded by Assistant Chief Benson, and carried by voice vote. The Financial Report was approved by a motion from Assistant Chief Benson, seconded by Chief Willis, and carried by voice vote.

COMMITTEE REPORTS

CHAIRMAN – Chairman Head reminded all about setting up the Association booth the June Fling in Oneonta on Saturday, June 6.

EMA – Director Don Roybal discussed the need to make sure your HCA invoices were received at EMA by the May 31 deadline. Don also gave a severe weather update for the upcoming weather event and discussed emergency declarations as they relate to volunteer department labor and equipment. Keep up with any expenses you had during the last snow event and hold them until requested just in case we get a declaration. The National Weather Service now gives updated information on storms as they relate to impacts for specific areas.

9·1·1/COMMUNICATIONS – Director Caleb Branch reported that the CAD update should be complete by the end of April. Caleb needs a current email address so he can email your CAD report because faxes are no longer sent. Get Caleb a Lat/Long list of hydrants and he can get them loaded into the mapping CAD so they will be accurate for dispatchers.

TRAINING – Please see the Association website to keep current on training opportunities.

FIRE PREVENTION – Joe Ray Daily discussed the idea of having a beauty pageant at the County Fair sponsored by the Fire Association.

FORESTRY – Forestry Project Specialist Terry Helms has access to an old 4WD brush truck available to any department that needs one.

SPECIAL OPS – Chief Willis reported that the Mass Casualty trailer has been inventoried

and moved to Allgood Fire Department.

ST. VINCENTS BLOUNT – No report.

BREMSS – John Reed mentioned that the June SMECC meeting has been canceled. There is a bill in legislative discussions about law enforcement officers carrying NARCAN. This may benefit more rural agencies that don't have access to ALS agencies.

Blount EMS – If you need a re-certification for ITLS, let Tammy know.

AMED – No report.

LAW ENFORCEMENT – Sheriff Loyd Arrington introduced Tim Kent as the Ops Officer for the BCSO. Tim is third in command and his contact number is 205-456-0059.

CORONER – No report.

DISTRICT ATTORNEY – No report.

LIFESAVER – No report.

AIR-EVAC – No report.

RED CROSS – No report.

GOOD & WELFARE – No report.

OLD BUSINESS:

l Dual toning for CPR in Progress calls has stopped. Chief Ivey and Caleb will meet to discuss further developments.

l Workmens Comp insurance is still in progress. Chief Ledbetter is still gathering information from interested departments.

NEW BUSINESS:

l The schedule of food delivery for Telecommunicator's Week April 12 – 18 was revised because they now run 2 – 12 hour shifts.

l ISO requirements have changed so the list for equipment inspections needs to change slightly. Changes will be discussed at the next meeting.

l Ricetown has some used hose for sale @ $50.00 per role.

l Royal will have fund raiser on May 9.

l Chief Reed made a motion to give the Association officers the authority to spend money from Good & Welfare account to cover any memorials as needed. Second from Chief Ivey and passed by voice vote.

l The suggestion was made to collect money designated for the G&W account by “open hat donations” at the next meeting.

l Chairman Head reminded everyone about the Training Library located at EMA. If there are other manuals you would like to see, please let Training Officer Tim Frye, Jr. know.

The next meeting will be May 7 at Locust Fork Fire Department. The meal will be at 6:30 sponsored by Billy Atchison and Sun Belt Fire Apparatus.
