BLOUNT COUNTY FIRE & EMS ASSOCIATION MINUTES OF OCTOBER 5, 2017 MEETING ROSA FIRE DEPARTMENT

 

 

The meeting was called to order by Chairman Jon Head. Don Roybal gave the invocation. The following member organizations were represented: Allgood, Bangor, Blount County Rescue Squad, Blountsville, Brooksville, Cleveland, Dallas-Selfville, Holly Springs, Locust Fork, Mt. High, Murphree Valley, Nectar, Oneonta, Pine Mountain, Remlap, Ricetown, Rosa, Royal, Snead, St. Mountain, Summit, Susan Moore and West Blount. EMA, 9·1·1, Forestry, Special Ops, BREMSS, Blount EMS, Life Saver were also represented.  9·1·1 Director Caleb Branch, Operations Manager Neal Brooks and Board Members Dean Gilbert and Chief Bob Sanford were also present. 44 people signed the attendance sheets.

 

GUESTS – Andy Griffith and Dewayne Dewberry of Bay Fire sponsored the meal and highlighted their brands of rolling stock equipment, service capabilities including pump, hose and hydrant testing as well as their used parts inventory for older apparatus units.

 

Chairman Head asked for the approval of the minutes of the September meeting. Motion by Chief Hill, seconded by Assistant Chief Walker, and carried by voice vote. The Financial Report was approved by a motion from Chief Payne, seconded by Chief Hill, and carried by voice vote.

 

COMMITTEE REPORTS

 

CHAIRMAN – Chairman Jon Head gave an update on the ambulance contract. Blount EMS is the successful bidder and the AAC is working through some minor contract negotiations.

 

EMA – Director Don Roybal advised that hurricane conditions will be present on the Gulf coast as a Cat 1 storm by Sunday morning, Oct 8.  Homeland Security grants have been submitted for 11 departments and agencies and are waiting on approval. CERT Training is a possibility and VFD personnel are invited to become CERT instructors. Disaster 101 was presented in September to new Commissioners, the County Administrator, HR manager and others presenting procedures and protocols on how the County disaster response is structured in the interactions with FEMA. The annual Winter Weather Exercise will be Nov 15 in the EOC. On- line Weather Spotter training is now available. Don asked that when responding to HAZMAT incidents, please contact EMA to report your situation so they can notify other partners and responding agencies. Fuelman totals for September were at 101% of budget, 2017 totals were at 113% totaling $56750 on a $50000 budget.  The 2017-2018 budget is set at $50000.

 

9·1·1 – Director Caleb Branch requested that all radio inventory lists be turned in to Operations Manager Neal Brooks for tabulation. Caleb encouraged all departments to review their 911 notification lists to update their call-out rosters.

 

COMMUNICATIONS – Chief Payne reported that the Comms Committee is working with vendors for specifying equipment and recommended frequencies.

 

TRAINING – A Car Seat Installation Train-the-Trainer class will be held at Station 12 October 18-20.

 

FIRE PREVENTION – No report.

SPECIAL OPS – No report.

 

ST. VINCENTS BLOUNT – No report.

 

BREMSS – Brian Gober announced that a Stroke System Train-the-Trainer class would be held Oct 9,10 & 23. EVOC instructor update information will be coming out soon. Heartsaver cards for certification are now $17 plus book costs.

 

BLOUNT EMS – Operations Manager Shawn Gregory thanked everyone for the help providing on the scene with their trucks and crews.  There were 775 calls for assistance with an additional 530 transports for the month of September.

 

AMED – No report.

 

LAW ENFORCEMENT – No report.

 

CORONER – No report.

 

STATE FIRE MARSHALL – No report.

 

DISTRICT ATTORNEY – No report.

 

ALABAMA FIRE COLLEGE – Chief Booth advised that the AFC con-ed program sign up is at about 50% of membership. If your login replies have been delayed, please contact Chief Booth.

 

LIFESAVER – Don Wilson will have his information available next month.

 

AIR-EVAC – No report.

 

RED CROSS – Matt Carrier, Birmingham District Coordinator for the American Red Cross, will be setting up Birmingham area shelters this weekend. Let Don at EMA know if you need a local shelter established to handle any unexpected evacuees.

 

GOOD & WELFARE – No report.

 

OLD BUSINESS:

Ÿ HCA spending and reporting procedures as well as $$ limits were reviewed.

Ÿ  Officer Elections and awards were held with the following appointments:

Ÿ EMT of the Year – Shawn Gregory, Blount EMS

Ÿ Dispatcher of the Year – Laura Fuller

Ÿ All offices and awards were opened to nominations from the floor for 3 calls. As there were no additional nominations, all offices and awards were accepted by acclimation.


 

 

NEW BUSINESS:

Ÿ Doug Smith reported that 6 fire departments received CAWACO grants for the 2017- 2018 grant cycle.  He noted that CAWACO will not be funding radio purchases unless special circumstances exist. He also advised that the CAWACO Council is trying to put together a grant writing seminar in 2018 to assist departments in applying and receiving Homeland Security Assistance to Firefighter Grants (AFG).

Ÿ Chief John Reed announced a hose and ladder test day at Nectar VFD. Contact John for details.

Ÿ There will be an AAVFD Board meeting on Saturday, October 7. Vice-Chairman Ken Edwards will attend.

Ÿ EMA will make your firefighter ID tags at your location. Contact Don or Avery to schedule a time for them to be available.

 

 

 

 

The next meeting will be November 2, 2017 at the Dalton Moss Lodge at Palisades Park. The meal will be at 6:30 sponsored by District Attorney Pamela Casey.
