BLOUNT COUNTY FIRE & EMS ASSOCIATION MINUTES OF APRIL 5, 2018 MEETING NECTAR SENIOR CITIZENS CENTER

 

 

The meeting was called to order by Chairman Jon Head. Joe Ray Dailey gave the invocation. The following member organizations were represented: Allgood, Bangor, Blount County Rescue Squad, Blountsville, Cleveland, Dallas-Selfville, Holly Springs, Locust Fork, Mt. High, Murphree Valley, Nectar, Oneonta, Pine Mountain, Remlap, Ricetown, Rosa, Royal, Snead, St. Mountain, Summit and Susan Moore. EMA, 9·1·1, Forestry, Special Ops, BREMSS, Blount EMS and RAMS were also represented. 9·1·1 Operations Manager Neal Brooks and Board Member Chief Bob Sanford were also present.  43 people signed the attendance sheets.

 

GUESTS – Susan Sweatman, Outreach Coordinator for Hope House, gave an overview of their operations and listed capabilities to the citizens of Blount County. Robyn James of M4A detailed an new program involving the Red Pouch Program designed to provide emergency responders with critical medical information about the residents contained in a red pouch hanging on the refrigerator if they are incapacitated and not able to respond to medical questions.

 

Chairman Head asked for the approval of the minutes of the March meeting. Motion by Assistant Chief Walker, seconded by Chief Willis, and carried by voice vote. The Financial Report was approved by a motion from Chief Gilbert, seconded by Assistant Chief Walker and carried by voice vote.

 

COMMITTEE REPORTS

 

CHAIRMAN – Chairman Jon Head advised that those departments with delinquent dues will lose their voting privileges if not paid by the May 1 deadline.  The AAC reported a 96+% in- time response rate with 494 calls and 78 facility transfers. The 13 departments that participate in the Workers Compensation program will need to submit their actual department rosters at the May meeting so the audit can be prepared. Any Health Care Authority invoices must be submitted by May 31, 2018 to qualify for reimbursement.

 

EMA – Director Don Roybal introduced Danon Hoagland Smith as the new EMA Deputy Director.  He advised that it is possible Blount County will receive some Federal assistance due to the March storms. A table top exercise will be planned for this year after Don gets input from all departments to determine the preference of the event to train for. Fuelman for March was at 101% of budget.

 

9·1·1 – Operations Manager Neal Brooks noted that all Chiefs need to review their text lists and make any changes. Also, if you are not receiving the monthly run report, please let him know. The 911 drone has been used several times recently and is always available to assist on your scene if it is requested.

 

COMMUNICATIONS – The portable radio tower is still being overhauled and will be available for use soon.

 

TRAINING – Springville Fire Department will host an Alabama Fire College weekend on May 4-6. West Blount will begin their 160 class on April 9 and the IPSI training in Trussville will be May 16.

 

FIRE PREVENTION – No report.


FORESTRY – Forester Matt Tucker advised that grant checks will be given out at the May meeting at Dallas/Selfville.

 

SPECIAL OPS – Chief Willis had no report.

 

ST. VINCENTS BLOUNT – STV-Blount will host a Community Health Fair on Saturday, April 10.

 

BREMSS – Mike Minor announced that State protocols have been released and are being adjusted.

 

BLOUNT EMS – Operations Manager Brandon Anderson reported 500+ calls in March. They are fully staffed but are taking applications. The EMT on-line course has 40 applicants with an Advanced EMT course coming soon.

 

LAW ENFORCEMENT – No report.

 

CORONER – No report.

 

STATE FIRE MARSHALL – No report.

 

DISTRICT ATTORNEY – No report.

 

ALABAMA FIRE COLLEGE – No report.

 

LIFESAVER – No report.

 

RAMS – Brandon Dahlen advised they are working out the kinks in the operation of new service. RAMS flies with a nurse and medic and are working on having blood products available on board the aircraft.  They have had a recent change in their medical direction.

 

AIR-EVAC – No report. RED CROSS – No report. VOAD – No report.

GOOD & WELFARE –No report.

 

OLD BUSINESS:

Ÿ The Career Day program will be at the Agri-Business Center on Thursday, April 10 from 0800 – 1400.  Stations 12 & 19 will cover this event.


NEW BUSINESS:

Ÿ Telecommunicator Appreciation Week is April 8-14. Departments can request or will be assigned either a noon meal or a 1900 supper meal.

Ÿ A motion to approve Vice-Chairman Ken Edwards to attend the AAVFD Conference and submit the proxy vote for the Association was made by Co-Captain Jeff Baril and seconded by Assistant Chief Hobson and was approved by voice vote.

Ÿ There was a discussion concerning replacement AED pads provided by STV-Blount. Be sure to request Zoll Stat Pad #2 which is kept in a separate stock area.

Ÿ Schedules and department participation for the June 2 June Fling to be held in downtown Oneonta are Station 80 & 72 from 0700-1100, including set-up with Stations 40 & 70 from 1100-1500 including take down.

Ÿ Joe Ray Dailey recognized 911 Director Caleb Branch’s article that appeared in the national AOPA magazine that highlighted the use of drones on wildfires to offer a more efficient and safer situational size-up.

Ÿ The $1500 fine received from the 911 Board for the AAC March reporting period will be placed in a separate fund in the General Fund account to be allocated or earmarked for use at a later time. Chief Reed brought the motion with a second from Chief Willis and was approved by voice vote.

 

 

 

The next meeting will be May 3, 2018 hosted by Dallas-Selfville Fire Department at Grace Community Church, 599 Spunky Hollow Road, Remlap. 35133. The meal will be at 6:30 sponsored by NAFCO.
