BLOUNT COUNTY FIRE & EMS ASSOCIATION MINUTES OF JUNE 6, 2019 MEETING

GRACE COMMUNITY CHURCH

 

 

The meeting was called to order by Chairman Jon Head. Chief Gilbert gave the invocation. The following member organizations were represented: Allgood, Bangor, Blount County Rescue Squad, Blountsville, Brooksville, Cleveland, Dallas-Selfville, Holly Springs, Locust Fork, Mt. High, Murphree Valley, Nectar, Oneonta, Pine Mountain, Remlap, Ricetown, Rosa, Royal, Snead, St. Mountain, Summit, Susan Moore and West Blount. EMA, Forestry, Special Ops, Blount EMS, RAMS, Red Cross, and Alabama Fire College were also represented.  45 people signed the attendance sheets.

 

GUESTS – John Wilson of NAFECO sponsored the meal and discussed their full line of products and services.  Royal Restoration was also represented.

 

Chairman Head asked for the approval of the minutes of the May meeting. Motion by Chief Stanton, seconded by Chief Frye, and carried by voice vote. One correction from the May minutes should list Dr. Robertson, not Robinson, as the BREMSS Area Medical Director. The Financial Report was approved by a motion from Assistant Chief Frye, seconded by Assistant Chief Benson, and carried by voice vote.

 

COMMITTEE REPORTS

 

CHAIRMAN – Chairman Jon Head reported the AAC Ambulance compliance numbers as March @ 90.74%, April @ 92.49% and May @ 93.01%. HCA reimbursements have been sent to the health Care Authority for processing, all but one department participating. Jon mentioned that a letter he received stated that ISO will be in Blount County later in the year so now would be the time to plan for that visit.

 

EMA – Director Don Roybal announced that July will be the ICS 300/400 class in county. He also needs information back by July 26 if you will participate in the DHS grants, The March tornado event has been declared as reimbursable so any department that had personnel or equipment time involved in the response should make those numbers available to Don ASAP. Fuelman usage for May was at 139% of monthly budgets.

TRAINING – No report.

 

FIRE PREVENTION – Chief Adrean Booth stated that the 2019 Firefighter Academy will be June 11-13 at Southeastern High School. 60 students are currently registered. She was requesting the loan of any equipment such as turnout gear, air packs or helmets. Also, door prize donations are welcome.

 

EXPLORER POST – No report.

 

FORESTRY – Forester Matt Tucker asked that each department return a signed tag roster to him by November.  S130/S190 Wildland Fire Training will be coming soon.

 

SPECIAL OPS – No report.


ST. VINCENTS BLOUNT – No report.

 

BREMSS – Brian Gober sent information that hospital wall time guidelines are being developed.  TCC communications are going to Southern Linc LTE & First Net LTE.

 

BLOUNT EMS – Operations Manger Weslie Powell announced that Blount EMS had submitted a proposal to BREMSS concerning wall times. Two students have completed the Advanced & Basic EMT program. The staffing shortage for BEMS has improved. They also presented a plan to the AAC should staffing issues arise so that trucks will be manned.

 

LAW ENFORCEMENT – No report.

 

STATE FIRE MARSHALL – No report.

 

CORONER – No report.

 

DISTRICT ATTORNEY – No report.

 

LIFESAVER – No report.

 

AIR-EVAC – No report.

 

RAMS – Josh Bankston reported that they have experienced a huge increase in flight requests with loss of service from Air Evac. He asked for any department making a request to confirm which radio channel should serve as the scene comms channel.

 

ALABAMA FIRE COLLEGE – Chief Willis congratulated Chief Jon Head on his graduation from the Alabama Public Safety Leadership Academy. New training apparatus have been developed by the Fire Academy: a mobile training tower, a confined space trailer and a simulated leak training trailer will soon be available.

 

RED CROSS – Debra Dolph asked that if you wanted to partner with Red Cross to help install residential smoke detectors to let her know. It would also be a good opportunity for fire department members to visit homes and provide other fire safety tips.

 

VOAD – Chairman Larry Stone that VOAD is working toward non-profit status. The next VOAD meeting is August 13 at the EMA office. Mike Mitchell of the Public Safety Amateur Radio Club announced a testing day for Saturday, June 8.

 

GOOD & WELFARE – No report.

 

OLD BUSINESS:

Ÿ The Attendance Policy Review Committee had no report.

Ÿ Attendance at the June Fling booth was good with many signing up for smoke detector installations. It was noted that the booth needs some gimmicks or interesting give-a-way items to attract the public.

Ÿ The Chamber of Commerce is sponsoring a Volunteer Recruitment Fair at Frank Green Building for all Blount non-profit groups on Tuesday, July 16. If you are interested in assisting the Association, please notify Chief John Reed.

Ÿ Station 72 conducted a recent Stop The Bleed Class with 20 in attendance.


NEW BUSINESS:

Ÿ Chief Payne would like to initiate more STB classes in the County.

Ÿ There was a request to send out the Blount Chiefs list to the EGroups so everyone would have some contact information for other Chiefs and departments.

Ÿ Based on issues at public relations events, it is noted that the Association needs to purchase 2 3000 watt Honda Quiet generators to use when power is needed at a public event.

Ÿ Due to the July 4th holiday, the July meeting at Nectar will be moved to Thursday, July 11.

Ÿ Kenneth Cain at Forestry and Ken Evans at EMA won the TV drawing from Royal Restoration.
