BLOUNT COUNTY FIRE & EMS ASSOCIATION MINUTES OF APRIL 6, 2017 MEETING PINE MOUNTAIN COMMUNITY CENTER

 

 

The meeting was called to order by Chairman Jon Head. EMA Director Don Roybal gave the invocation. The following member organizations were represented: Allgood, Blount County Rescue Squad, Blountsville, Brooksville, Dallas-Selfville, Holly Springs, Mt. High, Murphree Valley, Nectar, Oneonta, Remlap, Ricetown, Rosa, Royal, Snead, St. Mountain, Summit, Susan Moore and West Blount. EMA, 9·1·1, Forestry, BREMSS, Blount EMS, AMED and Law Enforcement were also represented. 9·1·1 Director Caleb Branch and Board Members Chief Bob Sanford and Tim Kent were also present. 34 people signed the attendance sheets.

 

GUESTS – Jason White of SEMS Fire sponsored the meal and highlighted some of the equipment test services offered by his company. Cody Lewis with the Middle Alabama Area Agency on Aging (M4A) spoke on the information and resources available through the M4A agency for the aging and disabled population. Probate Judge / Commission Chairman Chris Green and Commissioners Dean Calvert and Nick Washburn were present to thank all departments for your support and to deliver the first Moving Blount County Forward tax checks. Tommy Liverett with DEC was also present.

 

Chairman Head asked for the approval of the minutes of the March meeting. Motion by Chief Payne, seconded by Chief Netherton, and carried by voice vote. The Financial Report was approved by a motion from Chief Hill, seconded by Chief Payne, and carried by voice vote.

 

COMMITTEE REPORTS

 

CHAIRMAN – In the absence of Chairman Jon Head, Vice-Chairman Ken Edwards moderated the meeting and reminded all about the May 31 deadline for HCA invoices.  All departments are up to date on current year membership dues.

 

EMA – Director Don Roybal advised that he is waiting grant approvals for the updated hazard Mitigation Grant. Don also needs to establish MOUs with neighboring departments outside of Blount County that might be requested for incidents such as the airplane crash and the JBP school fire. Please furnish him a list of departments across your county line that you would want included.  Fuelman use for March was at 127% of budgets.

 

9·1·1 – Director Caleb Branch announced that he is interested in obtaining a drone for use during various emergencies which would be available to all departments. Funding is an issue but he has received the promise of financial support from multiple municipalities and agencies. The 911 Board has established an Ambulance Advisory Committee to improve ambulance service within the county by setting specific guidelines for bidding agencies. The BCF&EMSA has two members who serve on this Committee: Chairman Jon Head and Chief John Reed.

COMMUNICATIONS – Chief Payne had no updates to provide at this time.

 

TRAINING – FF2 would begin at Station 84 on May 1 with the ECP at Station 84 on April 17. Other training information is on EGroups or on the website.

 

FIRE PREVENTION – Chief Booth confirmed the Firefighter Camp would be in Hayden on June 20-22.  Volunteers are requested.


FORESTRY – The legislative bill to change the methods of distribution for landfill checks is working its way through the legislative process.

 

SPECIAL OPS – No report.

 

ST. VINCENTS BLOUNT – No report.

He reported that will be new optional meds you are allowed to carry.

 

BLOUNT EMS – Tammy asked that you let her know how she can help your department.

LAW ENFORCEMENT – Operations Office Tim Kent reported that the BCSO has a new personnel carrier for use when required. They are also looking to add a mobile communications center.

 

CORONER – No report.

 

STATE FIRE MARSHALL – No report.

 

DISTRICT ATTORNEY – No report.

 

ALABAMA FIRE COLLEGE – No report.

 

LIFESAVER – No report. AIR-EVAC – No report. RED CROSS – No report.

GOOD & WELFARE – No report.

 

OLD BUSINESS:

Ÿ The June Fling is Saturday June 3 and work assignments have been made.

Ÿ Marcie handed out TYATFP truck decals to those present. Thank you to Tommy Liverett of DEC for providing those.  There are additional signs for purchase.


NEW BUSINESS:

Ÿ Captain Steven Tuck with Blount County Rescue Squad advised that Station 40 would begin a county-wide fund raiser on Saturday, April 8. Captain Tuck also requested that all departments utilize the services of the Rescue Squad for any incident.  They are equipped for a variety of deployment missions.

Ÿ The schedule for providing food to the Dispatch Center for Telecommunicator’s Week was delivered by EGroup and discussed. No changes were requested. Food deliveries should start at lunch on Sunday, April 9 and run through Sunday supper on April 16.

Ÿ The draft policy for Explorer Post By-Laws is posted on the BCF&EMSA website.

Ÿ Clay Jones of West Blount Fire & EMS District provided details concerning the airplane crash incident. He thanked all that provided assistance. Findings from the After Action Report included communications issues early in the incident; there was too much self-dispatching by various departments and agencies; the staging phase went well. Some needs that were identified included the establishment of a large event task force to act as a response team with varied expertise and to build a county-wide ICS team.

Ÿ Chief Ellenburg of Blountsville Fire Department thanked everyone for their assistance on the J.B. Pennington fire scene. They appreciated Hanceville’s use of the ladder truck for an extended period.
